What are some good plants for a low light aquarium (read details)?

I have a 20 gallon tank with 15 watt high quality bulb. Have a aquaclear 30 with about 16 small tetras(neon, gold). Have a flourite substrate, with gravel top layer(about 3 inches total) What are some good plants? I heard hornwort/some types of anubias/vallisanera do good in low light. Also in my situation do you need to add CO2.

The only time you need CO2 is if you have very bright light, and the carbon is the limiting nutrient. With low lighting like yours, there's no need to worry about it. Swords, Crypts, Vallisneria, Saggitaria, lilies (Nymphaea species), and Aponogetons would all be ideal, and would definitely take advantage of the Flourite. Hornwort, Water Sprite, Java Moss, Java Fern, and Anubias would also be good choices, but should not be burried in the substrate (Hornwort and Water Sprite should be allowed to float, while Java Moss, Java Fern, and Anubias should be attached to wood or rocks).
Reply:In my experience Vals need more light. Hornwort tends to be messy. I think in your case; Java fern, Java moss, Amazon swords and Anubias nana would be your best choice.
